The buyer, the General Assembly of the Mancomunidad de Municipios del Noroeste, wants a works concession. The winner would build and operate an environmental complex in Colmenar Viejo and run the group's waste treatment facilities. Scope includes operating a lightweight packaging sorting plant, transfer facilities, a new civic amenity point, a landfill, an animal incinerator, and a new plant for residual, organic, bulky and refuse-derived fuel waste. It also covers a green waste composting plant. Design and construction works are included where stated.
