The buyer, Etelä-Pohjanmaa wellbeing services county, wants a full transport coordination service for statutory passenger transport and non-urgent patient transport. The service manages trips for social and healthcare clients, staff and other stakeholders, plus minor goods transport where vehicles allow. It runs in two phases. Phase 1 uses transport operators' vehicles and staff directed by a control centre. Phase 2 uses the control centre's own, subcontracted or tendered vehicles and staff.
