Newspaper subscription delivery to remote areas across Norway, two regional lots

The Ministry of Transport wants a company to deliver newspapers by subscription to locations in Norway that have no other newspaper distribution. Delivery is on three weekdays: Tuesdays, Thursdays and Fridays. The area is split into two lots: delivery area B (lot 1, north) and delivery area C (lot 2, south). Bidders may bid for both, but each needs a separate offer. The buyer will sign one total agreement per lot.
